mke2fsのmanﾍﾟｰｼﾞに以下の記述があります｡
mke2fs は e2fsprogs ﾊﾟｯｹｰｼﾞの一部であり､ http://e2fsprogs.sourceforge.net から入手できる｡
上記ｻｲﾄをみてみると
This is the home page for the e2fsprogs package. It provides the filesystem utilities for use with the ext2 filesystem. It also supports the ext3 and ext4 filesystems.
とありますので､やはり元々はext2専用で､ext3､ext4はあとからｻﾎﾟｰﾄされるようになった､という事だと思います｡
